Ontario will Accept New Applications for its Express Entry Human Capital Priorities Stream

Ontario’s Human Capital Priorities (NCP) stream, the highly famous Express Entry-aligned Provincial Nominee Program (PNP) for immigrating to Canada, is now accepting applications.

Before the end of 2017, it is expected that the OINP will issue new Notifications of Interest (NOIs) to candidates who are eligible in the Express Entry pool.

The news about the reopening of HCP stream was released on Thursday, November 2, by immigration authorities in Ontario.

This stream forms a major part of the Ontario Immigrant Nominee Program (OINP), one of the PNPs from Canada. Applicants who are selected in the HCP stream are given additional 600 points in the Comprehensive Ranking System (CRS).

This considerably improves the chances of these candidates to be given the Invitation to Apply (ITA) in the subsequent draw from the Express Entry pool.

The HCP stream from Ontario is something of an outlier among the numerous PNP streams that are aligned with Express Entry as it operates on a passive model.

The process does not follow the Expression of Interest, nor it follows first-come, first served method. In place of this, OINP search the pool to find out candidates who are eligible to settle in the province.

The selected candidates are than given a NOI, which is like an Invitation to Apply through the OINP for a provincial nomination certificate.

It has been confirmed by OINP that new NOIs are expected to be issued before this year ends, as per the annual PNP allocation from the province, some of which have not been filled yet.

OINP staff has also stated that, candidates who were eligible under the HCP stream when the NOIs were last issued in July, but did not received a NOI, should create a new profile in the Express Entry system. It will make it easier for Ontario to identify their profile during their search in the pool.

Other candidates who are already there in the pool for more than two months and are eligible for the HCP stream should also create their profile as per the latest recommendations from Ontario’s immigration authorities.

There is no assurance that NOI will be issued to candidates even in case they are eligible under the HCP.
